Measure E is a ballot measure that allows Calistoga to buy the Napa County Fairgrounds. We believe the citizens of Calistoga should be the owners and stewards of the Napa County Fairgrounds. A Yes on Measure E vote is an imperative step toward this goal.

Napa County Board of Supervisors are ready to sell this property. Calistoga is being offered the first opportunity to purchase and should seize this opportunity. If Measure E does not pass Napa County can put this property up for sale on the open market at any time.

Napa County Fairgrounds is an important piece of our ‘small town culture’, its location is valuable to the future of keeping our Calistoga community idyllic, attractive and safe. This open space has been used repeatedly in 2017-2022 by First Responders, Firefighters, PG&E, Quinceañeras, Cable Companies, Food Banks, and Covid Testing, to name a few. A “Yes on Measure E” is a yes for Calistoga disaster prevention and safety.

Use of this property has been denied for too long and the deterioration under the current ownership is unacceptable. The passing of Measure E ensures that the residents of Calistoga have a strong voice in the future of the fairgrounds and its development.

Well-known race track promoters have pledged support with lease commitments. This is only one example of how Bond property taxation will be reduced.

Napa County Fairgrounds operating with RV Park, Golf Course, Race Track, Event Facilities, and so many other unrealized activities, is the future for this property. The Fairground property being run as a successful business will generate income for Calistoga businesses and the City of Calistoga.

Measure E provides examples of the ‘maximum amount of assessment’. However, these taxes will be reduced by revenue derived from existing contracts for tenants currently using property buildings, parking lots, reopening the facilities, rental of an existing vacant residence, potential naming rights, and dry camping. This will produce immediate income to reduce the tax for all residents.

NOTICE IS HEREBY GIVEN BY THE CITY OF CALISTOGA that a special election will be held on March 7, 2023, for registered voters of the City of Calistoga to decide Measure E
NOTICE is further given that Measure E shall appear on the ballot at said election:

“Shall the measure enabling the City of Calistoga to acquire, control and maintain the Napa County Fairgrounds for public use and benefit by levying a maximum annual special tax of $0.32/building square foot (single-family/condo), $1.42/building square foot (lodging), plus other rates for commercial/industrial, rural, undeveloped, multi-family, mobile home, and ADU properties, increasing 2% annually thereafter, generating approximately $4,000,000 per year initially, and authorizing bonds/appropriations limit up to $27,500,000 with the bond authorization expiring in 37 years, be adopted?”
